Housing Ministry Principal Engineer Nabbed in High-Level Forgery Scheme
The integrity of Kenya’s senior civil service has been called into serious question after a high-ranking official from the Ministry of Housing was arrested for allegedly orchestrating a meticulous forgery scheme aimed at manipulating a crucial appointment within the aviation sector. Richard Kirui Bongei, the Principal Engineer at the Ministry of Housing, was apprehended in Athi River by detectives from the Serious Crime Unit (SCU), following an exhaustive investigation.
The fraud centered on a document intended to unilaterally extend the tenure of the Director of Aircraft Accident Investigation. The investigation was launched after the State Department of Transport flagged a suspicious letter, dated May 6, 2024, titled “Renewal of Local Agreement Terms.” This document, falsely bearing the signature of a senior government official, sought to award Capt. Martyne Luther Lunani a three-year extension as the Director of Aircraft Accident Investigation at the Ministry of Roads and Transport.
The gravity of the crime lies not only in the breach of public integrity but in the critical nature of the post being targeted. The Aircraft Accident Investigation Directorate is vital for ensuring the safety and security of Kenya’s skies, especially following recent high-profile air accidents. Officials at the State Department immediately recognized the document as illegitimate and escalated the matter to the Directorate of Criminal Investigations (DCI).
Forensic examination experts swiftly established that the document was an outright forgery. Subsequent digital and forensic trails reportedly linked the creation of the bogus letter directly to Bongei, the Principal Engineer, leading to his arrest. Bongei has been processed and is scheduled to appear in court today to face charges related to the forgery.
In a dramatic twist to the case, the DCI has confirmed that detectives are actively pursuing the beneficiary of the attempted forgery, Capt. Martyne Luther Lunani, who is now a wanted suspect in connection with the same offence. The developing scandal underscores the relentless efforts by organized networks within the public service to subvert administrative processes for personal gain.
