Nairobi to Run on New York–Inspired Borough Model Under Sakaja’s Plan

Nairobi Governor Johnson Sakaja has unveiled a new strategy to boost service delivery in the capital by introducing borough managers who will oversee operations across different parts of the city. Out of eight shortlisted candidates, six will be appointed to lead Nairobi East, West, North, South, South East, and Central boroughs.

The borough managers will serve as direct links between City Hall and local communities, acting as the county’s “eyes and ears.” They will engage residents, identify pressing needs, and work with the executive to implement practical solutions.

“We have already tabled eight names for consideration, and from them, six managers will be appointed. Each will be tasked with ensuring that critical services—such as roads, water, and other essentials—are delivered efficiently, without the delays of unnecessary bureaucracy,” Sakaja said on Thursday.

Once appointed, they will take charge of key services, including road maintenance, water supply, garbage collection, and other daily necessities—ensuring quicker, more accountable delivery.

According to Sakaja, the initiative aims to cut red tape, strengthen accountability, and empower communities to play a bigger role in shaping local development. He framed the plan as part of his broader vision to make governance more inclusive and responsive to Nairobi’s diverse population—adding that, if successful, the model could provide a benchmark for managing other devolved cities.
