Questions Mount Over Wealth of Sakaja Ally After Dramatic EACC Arrest

The dramatic arrest of Nairobi County Chief Officer for Urban Planning Patrick Analo Akivaga has intensified scrutiny of City Hall’s building approval system, with investigators seeking answers about the source of millions of shillings recovered during a raid at his residence.

Analo, a close ally of Nairobi Governor Johnson Sakaja and one of the most influential officials at City Hall, was arrested by Ethics and Anti-Corruption Commission (EACC) detectives as part of an ongoing investigation into alleged conflict of interest, abuse of office, bribery, and possession of unexplained wealth. The arrest marks a significant development in a probe that is increasingly shining a spotlight on the operations of Nairobi’s urban planning department.

According to the EACC, investigators suspect that Analo received more than Sh170 million through suspicious cash and M-Pesa deposits over several years. Detectives who raided his Syokimau residence reportedly recovered approximately Sh65.3 million in cash, including Sh51.3 million and more than USD 100,000, alongside title deeds, vehicle logbooks, electronic devices, land transaction documents, and building approval records.

The case has attracted widespread public attention because the Urban Planning Department occupies one of the most powerful positions within Nairobi County. The office oversees development approvals, change-of-user applications, building permits, compliance enforcement, and other critical functions that directly affect real estate development across the capital. Critics have long argued that weaknesses within the approval system have contributed to the proliferation of illegal and unsafe developments, some of which have resulted in building collapses and loss of life.

The arrest has also revived questions about accountability within Nairobi County and whether corruption may have played a role in the approval of questionable developments. Investigators are now examining whether the assets and wealth linked to the county official can be explained through legitimate sources of income or whether they were acquired through abuse of public office.

EACC officials say evidence collected during the operation will undergo forensic analysis before a decision is made on possible criminal charges, asset recovery proceedings, or unexplained wealth claims. The commission has reiterated that the investigation forms part of a broader crackdown on corruption and illicit enrichment among public officials.

The arrest is likely to increase pressure on City Hall as residents and stakeholders demand greater transparency in the management of Nairobi’s development approvals. With concerns over illegal construction, enforcement failures, and alleged corruption continuing to dominate public debate, the outcome of the investigation could have far-reaching implications for both Nairobi County and the broader fight against graft in public institutions.

As investigators work to trace the source of the recovered funds and establish whether any laws were broken, the case has already become one of the most closely watched anti-corruption investigations involving Nairobi County in recent years. The findings could determine whether the arrest represents an isolated case or exposes deeper problems within one of the capital’s most influential departments.
