Government Explains Why Laikipia Was Chosen for Controversial Ebola Facility

The government has defended its decision to select Laikipia Air Base as the proposed site for a controversial Ebola quarantine and isolation facility, arguing that the military installation offers unique security, isolation, and operational advantages that make it suitable for handling high-risk infectious disease cases.

According to government officials, Laikipia Air Base was identified because of its controlled environment, restricted access, and distance from densely populated urban centers. Authorities maintain that the facility’s location within a secure military installation would significantly reduce the risk of unauthorized access while allowing health and security personnel to closely monitor operations if the project proceeds.

Health officials have also emphasized that isolation remains one of the most important principles in managing highly infectious diseases such as Ebola. They argue that Laikipia provides a level of separation that would be difficult to achieve in major cities where large populations, commercial activity, and high movement of people could complicate containment efforts. The government says the facility would operate under strict public health protocols and international disease-control standards.

The proposed center has become one of the most controversial issues in Kenya, particularly after President William Ruto confirmed that he approved the arrangement following a request from US President Donald Trump. Under the proposal, the facility would be used to monitor and isolate American citizens exposed to Ebola in outbreak zones within Central Africa while also strengthening Kenya’s preparedness and response capabilities.

Government officials insist that the partnership is not simply about hosting foreign nationals but also about improving Kenya’s own health security infrastructure. Health Cabinet Secretary Aden Duale has stated that the project would support enhanced surveillance systems, laboratory capacity, emergency response preparedness, critical medical supplies, and rapid response capabilities that could benefit Kenya in future outbreaks.

Authorities further note that Laikipia Air Base already possesses logistical advantages, including secure transport links, available land, and the ability to rapidly mobilize emergency resources if needed. Officials argue that such infrastructure would be critical in the unlikely event of an Ebola-related emergency.

Despite these assurances, opposition to the project continues growing. Residents in Nanyuki and other parts of Laikipia have staged demonstrations against the proposed facility, arguing that it could damage tourism, create fear among investors, and expose local communities to unnecessary risks. Protesters have repeatedly called on the government to abandon the plan altogether.

The controversy has also moved into the courts. The High Court recently issued conservatory orders temporarily halting the establishment and operation of the facility pending the hearing of a petition challenging the project on constitutional, public participation, and public health grounds. The ruling currently prevents the admission of Ebola-exposed individuals under the proposed arrangement until the matter is determined.

Meanwhile, the Ministry of Health continues insisting that Kenya currently has no confirmed Ebola cases and that all suspected samples tested so far have returned negative results. Officials maintain that preparedness measures are necessary because of the ongoing Ebola outbreak in neighboring regions and Kenya’s role as a regional transport and commercial hub.

As public debate intensifies, the government’s explanation that Laikipia was chosen because of its security and isolation advantages is unlikely to end the controversy. Supporters view the project as a strategic public health investment, while critics continue questioning whether the benefits outweigh the risks. With legal challenges, public protests, and political pressure mounting, the future of the proposed Ebola facility remains uncertain.
