President William Ruto has intensified his charm offensive in the Western region, framing his development tour as a strategic move to inherit the crucial voting bloc long commanded by the late ODM leader, Raila Odinga. Speaking confidently during the commissioning of the Butere Level Four Hospital in Kakamega, the President dismissed his remaining opponents as “clueless” and weak, confidently predicting an easy re-election in 2027.

“The only real competitor would have been Raila, and I will easily defeat them in 2027,” Ruto asserted, describing the current opposition as offering nothing but “tribalism and empty rhetoric.”

Unity & Development: Honoring the ‘Late Mzee’

The President’s strategy centers on a narrative of national unity and equitable development, which he claims was agreed upon with Odinga before his passing. He vowed to fulfill this unity pact by ensuring no region is left behind.

In a clear bid to co-opt Raila’s support structure, Ruto publicly urged ODM leaders to join his “broad-based government” to deliver services. Kakamega Governor Fernandes Barasa, who is the ODM county chairperson, confirmed this shift, declaring regional ODM supporters would rally behind the President’s re-election bid.

“As the ODM county chairperson, our party leader left us in the broad-based government. We will remain united and support President Ruto’s reelection bid,” Governor Barasa stated.

Key political figures from the region, including Prime Cabinet Secretary Musalia Mudavadi, National Assembly Speaker Moses Wetang’ula, and CS Wycliffe Oparanya, were present to publicly endorse the plan, cementing the narrative of a united Western front behind the President.

Kakamega Cashes In: Ruto’s Development Blitz

The political consolidation drive was heavily sweetened by massive development pledges for Kakamega County:

• Electricity Connection: Sh2.5 billion allocated to connect 34,000 households.
• Infrastructure: Sh2.2 billion set aside for road construction, including the Malava-Samitsi-Navakholo road.
• Healthcare Boost: Sh1 billion to complete the stalled Kakamega Level Six Hospital within nine months, plus Sh150 million to equip the newly commissioned Butere hospital.
• Sports: A commitment of Sh1.4 billion to finalise the Bukhungu Stadium project.
