Mbeere North and Malava By-Elections Expose the “Rigging Plot” for 2027

The recent by-elections were supposed to be a low-stakes exercise. Instead, they became a terrifying stress test that exposed the fragility of Kenya’s electoral integrity. From Mbeere North to Malava, and extending to Kasipul and Kariobangi North, the polls were marred by a potent mix of voter intimidation, violence, and blatant fraud.

Reputable observer groups, including the Elections Observation Group (ELOG) and VOCAL Africa, did not just criticize the process—they issued a national alert. They noted non-accredited individuals running polling stations and, crucially, senior officials illegally using state resources to manipulate the outcome.

The specific allegations are not just misconduct; they point to an orchestrated “rigging plot,” as claimed by the United Opposition. The claims are damning and specific:

• Public Service CS Geoffrey Ruku stands at the center of the storm, with opposition figures alleging he personally entered polling stations, flanked by armed aides—a horrifying image of state overreach and force. The opposition has demanded accountability for this alleged invasion.
• Open Bribery: The sight of voters receiving blankets and cash confirms the tragic reality that the vote is being treated as a commodity, not a sovereign right.
• Systemic Fraud: The United Opposition has amplified claims from Mbeere North, alleging that as many as 15,000 pre-marked ballot papers were found, and “unserialised ballots” were introduced to swing results—a direct attack on the simple, verifiable nature of the vote.

The Independent Electoral and Boundaries Commission (IEBC) is clearly struggling to assert its independence. Observers note the lack of authority as state and political actors operate with impunity.

This crisis is happening despite—and perhaps because of—a prolonged push for electoral reform. Stakeholders have spent the better part of the last two years generating and submitting Bills to Parliament, urging the timely enactment of laws to guide a free and fair 2027 election. Yet, these by-elections confirm the worst fear: laws are meaningless without the political will to enforce them.

The opposition is now warning Kenyans to be vigilant against forces attempting to roll back electoral reforms that were painfully achieved. The current misconduct is a crucial mid-cycle intervention by those who want to ensure they can steal the next General Election.

Kenya’s choice is stark: either the government and Parliament finally listen to the ultimatum from civil society, expedite the necessary legal amendments (including those concerning public resource abuse and IEBC transparency), and enforce Chapter 6 on Leadership and Integrity, or we resign ourselves to a chaotic and illegitimate 2027 poll.

The cost of this electoral failure will be borne by every Kenyan citizen. The fight to protect the ballot must start now.
